    Applying for an Access to work statement on behalf of your employee

    If you hire someone who is disadvantaged in the labour market, you may qualify for the wage subsidy scheme (‘loonkostenvoordeel’). However, before this can happen, your employee will first need to apply for an Access to work statement (‘doelgroepverklaring’). They can do this themselves, or you can apply for this statement on their behalf.

    How to apply on behalf of your employee

    To apply for an Access to work statement on behalf of your employee, you must first have their confirmation that they agree to this. You can provide this confirmation by asking them to fill in part 1 of the Access to work statement authorisation form ('Machtigen aanvraag doelgroepregister LKV').

    Once your employee has filled in part 1 of the form, scan it and upload it to the employer portal ('werkgeversportaal'). You will then need to fill in part 2 of this same form online. To log in to the employer portal, you will need an EH3 level eHerkenning account.

    Make sure you have the following close to hand when completing the form:

    • your payroll tax number ('loonheffingennummer')
    • your employee’s citizen service number ('BSN')
    • your employee’s start date

    Additional documents you might need to provide

    If your employee was receiving a benefit in another EU/EEA country or Switzerland in the month before they began working for you, please also submit the following documents:

    • a letter stating the type of benefit your employee was receiving in the other country
    • a payment specification issued no more than 1 month before your employee started working for you

    What happens next?

    We will confirm we have received your application within 2 weeks of you submitting the form. It can take up to 13 weeks before you receive a decision about whether your employee will qualify for an Access to work statement.
